- All low-income Students are eligible for this scholarship.
- A scholar must determine to register full-time, in a four-year undergraduate degree program.

- A candidate from at least one of the following nationalities: African-American, American Indian/Alaska Native, Asian & Pacific Islander American, and Hispanic American.
- A US citizen, national, or permanent resident is also eligible.
- Excellence AcademicRecord. A GPA of 3.3 on a 4.0 scale (or equivalent) is a must.
