Eligibility Criteria for the Ireland Government Scholarships 2025

To apply for this scholarship in any field, applicants must meet these requirements:  

Language: Must be proficient in English.  

Eligible Countries: Open to all countries. 

Academic Qualifications

  • Must have a first-class or upper second-class bachelor’s degree (or equivalent).  
  • If final undergraduate results are pending, a conditional scholarship offer may be given.  
  • If the applicant does not have the required bachelor’s degree, a master’s degree is needed.  
  • The decision on eligibility by the Council is final.  

Previous Applications: 

  Applicants cannot have had two unsuccessful applications in this scholarship program before.  

Degree Requirement:

  •   Must be a new student for the degree they are applying for.  
  •   Must have received formal acceptance from the relevant department or school.  

Previous Scholarships: 

  • Those applying for a research master’s must not currently hold or have held a similar Council Postgraduate Scholarship.  
  • Those applying for a PhD must not currently hold or have held a Council Postgraduate Scholarship unless it was for a research master’s.  

Residency Requirements:

  • Applicants fall into two categories based on nationality and residency.  

  For Category I, applicants must: 

  • Be a citizen of a European Economic Area (EEA) member state or Switzerland.  
  • Have lived in an EEA country or Switzerland for at least 3 out of the last 5 years before October 1st.
